  5.                 METRIC USAGE IN FEDERAL GOVERNMENT PROGRAMS
  6.  
  7.               By the authority vested in me as President by the Constitution 
  8.         and the laws of the United States of America, including the Metric 
  9.         Conversion Act of 1975, Public Law 94-168 (15 U.S.C. 205a et seq.) 
  10.         ("the Metric Conversion Act"), as amended by section 5164 of the 
  11.         Omnibus Trade and Competitiveness Act of 1988, Public Law 100-418 
  12.         ("the Trade and Competitiveness Act"), and in order to implement the 
  13.         congressional designation of the metric system of measurement as the 
  14.         preferred system of weights and measures for United States trade and 
  15.         commerce, it is hereby ordered as follows:

  18.         Section 1.  Coordination by the Department of Commerce. 
  19.         
  20.         (a) The Secretary of Commerce ("Secretary") is designated to 
  21.             direct and coordinate efforts by Federal departments and 
  22.             agencies to implement Government metric usage in accordance 
  23.             with section 3 of the Metric Conversion Act (15 U.S.C. 205b), 
  24.             as amended by section 5164(b) of the Trade and 
  25.             Competitiveness Act. 
  26.  
  27.         (b) In furtherance of his duties under this order, the 
  28.             Secretary is authorized: 
  29.   
  30.             (1) to charter an Interagency Council on Metric Policy 
  31.                 ("ICMP"), which will assist the Secretary in 
  32.                 coordinating Federal Government-wide implementation of 
  33.                 this order. Conflicts and questions regarding 
  34.                 implementation of this order shall be resolved by the 
  35.                 ICMP.  The Secretary may establish such subcommittees 
  36.                 and subchairs within this Council as may be necessary to 
  37.                 carry out the purposes of this order. 
  38.  
  39.             (2) to form such advisory committees representing other 
  40.                 interests, including State and local governments and the 
  41.                 business community, as may be necessary to achieve the 
  42.                 maximum beneficial effects of this order; and 
  43.  
  44.             (3) to issue guidelines, to promulgate rules and 
  45.                 regulations, and to take such actions as may be 
  46.                 necessary to carry out the purposes of this order. 
  47.                 Regulations promulgated by the Secretary shall function 
  48.                 as policy guidelines for other agencies and departments. 
  49.  
  50.         (c) The Secretary shall report to the President annually regarding the 
  51.             progress made in implementing this order. The report shall 
  52.             include: 
  53.         
  54.             (1) an assessment of progress made by individual Federal agencies 
  55.                 towards implementing the purposes underlying this order; 
  56.         
  57.             (2) an assessment of the effect that this order has had on 
  58.                 achieving the national goal of establishing the metric system 
  59.                 as the preferred system of weights and measures for United 
  60.                 States trade and commerce; and 
  61.

  64.             (3) on October 1, 1992, any recommendations which the Secretary 
  65.                 may have for additional measures, including proposed 
  66.                 legislation, needed to achieve the full economic benefits of 
  67.                 metric usage. 
  68.         
  69.         Section 2.  Department and Agency Responsibilities. 
  70.  
  71.         All executive branch departments and agencies of the United States 
  72.         Government are directed to take all appropriate measures within their 
  73.         authority to carry out the provisions of this order. Consistent with 
  74.         this mission, the head of each executive department and agency shall: 
  75.  
  76.         (a) use, to the extent economically feasible by September 30, 1992, or 
  77.             by such other date or dates established by the department or 
  78.             agency in consultation with the Secretary of Commerce, the metric 
  79.             system of measurement in Federal Government procurements, grants, 
  80.             and other business-related activities. Other business-related 
  81.             activities include all use of measurement units in agency programs 
  82.             and functions related to trade, industry, and commerce. 
  83.         
  84.             (1) Metric usage shall not be required to the extent that such use 
  85.                 is impractical or is likely to cause significant 
  86.                 inefficiencies or loss of markets to United States firms. 
  87.         
  88.             (2) Heads of departments and agencies shall establish an effective 
  89.                 process for a policy-level and program-level review of 
  90.                 proposed exceptions to metric usage. Appropriate information 
  91.                 about exceptions granted shall be included in the agency 
  92.                 annual report along with recommendations for actions to enable 
  93.                 future metric usage.

  95.         (b) seek out ways to increase understanding of the metric system of 
  96.             measurement through educational information and guidance and in 
  97.             Government publications.  The transition to use of metric units in 
  98.             Government publications should be made as publications are revised 
  99.             on normal schedules or new publications are developed, or as 
  100.             metric publications are required in support of metric usage 
  101.             pursuant to paragraph (a) of this section. 
  102.  
  103.         (c) seek the appropriate aid, assistance, and cooperation of other 
  104.             affected parties, including other Federal, State, and local 
  105.             agencies and the private sector, in implementing this order. 
  106.             Appropriate use shall be made of governmental, trade, 
  107.             professional, and private sector metric coordinating groups to 
  108.             secure the maximum benefits of this order through proper 
  109.             communication among affected sectors. 
  110.  
  111.         (d) formulate metric transition plans for the department or agency 
  112.             which shall incorporate the requirements of the Metric Conversion 
  113.             Act and this order, and which shall be approved by the department 
  114.             or agency head and be in effect by November 30, 1991. Copies of 
  115.             approved plans shall be forwarded to the Secretary of Commerce. 
  116.             Such metric transition plans shall specify, among other things: 
  117.         
  118.             (1) the total scope of the metric transition task for that 
  119.                 department or agency, including firm dates for all metric 
  120.                 accomplishment milestones for the current and subsequent 
  121.                 fiscal year;

  125.             (2) plans of the department or agency for specific initiatives to 
  126.                 enhance cooperation with industry, especially small business, 
  127.                 as it voluntarily converts to the metric system, and with all 
  128.                 affected parties in undertaking the requirements of paragraph 
  129.                 (a) of this section; and 
  130.         
  131.             (3) specific steps and associated schedules through which the 
  132.                 department or agency will seek to increase understanding of 
  133.                 the metric system through educational information and 
  134.                 guidance, and in department or agency publications. 
  135.         
  136.         (e) designate a senior-level official as the Metric Executive for 
  137.             the department or agency to assist the head of each executive 
  138.             department or agency in implementing this order. The 
  139.             responsibilities of the Metric Executive shall include, but not 
  140.             be limited to: 
  141.         
  142.             (1) acting as the department's or agency's policy-level 
  143.                 representative to the ICMP and as a liaison with other 
  144.                 government agencies and private sector groups; 
  145.         
  146.             (2) management oversight of department or agency outreach and 
  147.                 response to inquiries and questions from affected parties 
  148.                 during the transition to metric system usage; and 
  149.         
  150.             (3) management oversight of preparation of the department's or 
  151.                 agency's metric transition plans and progress reports, 
  152.                 including the Annual Metric Report required by 15 U.S.C. 205j 
  153.                 and OMB Circular A-11. 
  154.         
  155.             (4) preparation by June 30, 1992, of an assessment of agency 
  156.                 progress and problems, together with recommendations for steps 
  157.                 to assure successful implementation of the Metric Conversion 
  158.                 Act. The assessment and recommendations shall be approved by 
  159.                 the head of the department or agency and provided to the 
  160.                 Secretary by June 30, 1992, for inclusion in the Secretary's 
  161.                 October 1, 1992, report on implementation of this order.

  164.         Section 3.  Application of Resources. 
  165.         
  166.         The head of each executive department and agency shall be responsible 
  167.         for implementing and applying the necessary resources to accomplish 
  168.         the goals set forth in the Metric Conversion Act and this order.

  171.         Section 4.  Judicial Review. 
  172.         
  173.         This order is intended only to improve the internal management of the 
  174.         executive branch and is not intended to create any right or benefit, 
  175.         substantive or procedural, enforceable at law by a party against the 
  176.         United States, its agencies, its officers, or any other person.
